Update on the additional $1.6M costs on the Springbank Dam decommission project.
Springbank Dam Decommissioning and Bank Restoration Project (RFT-2024-
070) construction contract value with 2220742 Ontario Ltd o/a Bronte
Construction BE INCREASED by $1,649,048.54, including contingency, for a
total contract value of $5,999,910.10 (excluding HST) in accordance with Section
20.3 (e) of the Procurement of Goods and Services Policy;
The contractor commenced the Springbank Dam decommissioning project in summer
2024. The scope of work included removal of the four gates, hydraulic equipment, and
mechanical room. During construction it was discovered that the concrete deck was in
worse condition than originally assessed. The engineers determined that the deck
would require extensive concrete repairs that may only last up to 5 years and
recommended safety netting below each opening to protect the public from the risk of
falling concrete into the river.
To ensure longer term sustainability of the remaining dam structure, it is recommended
to remove the concrete deck from the dam as part of the construction project. Removing
the deck now will protect public safety and allows the City to benefit from cost and time
savings as well as reduced future environmental disturbance in the Thames River.
