I honestly don't get this "wish it were taller" perspective. Why? So you can see it's a few inches taller from your view of Manhattan from Jersey?
Good design, livability, character and human scale are more appealing qualities for cities when considering the people who actually live there. Manhattan has lost that over the years, which I think is one of the deeper reasons for the mass exodus besides the pandemic.
