When building the new Bay Bridge in San Francisco, two huge temporary freeway decks were built at different times to accommodate traffic flow. The bridge was completely shut down twice for an entire weekend so the ramps could be shoehorned into place while the old ramps were torn out. Then permanent ramps were built for the final phase, and the temporary ramps were destroyed. Quite a lot of labor, engineering, and materials for something so temporary, but necessary.
