If they had gone the bare bones temporary seating route, gradually upgraded, and went for around 20,000 seats I think they could have had a site on public land and the costs would have been reasonable. I think that would have been a flop after a season or 2. People might have checked it out at first, as a novelty, and thought "this kind if sucks" and not bothered again. I don't think the CFL would have approved a team in such a temporary feeling, amateur setting to begin with.
