Is this really a bad thing?

It amounts to the city building a modest stadium with a small-ish amount of seating that is available for much of the time for other uses for free, and getting bonus seating and a CFL team.

Not too long ago the city proposed building an only somewhat more modest stadium with no CFL team on the horizon (and maybe it wouldn't have been suitable).
