I remembering seeing both Toronto and Buffalo from the Skylon Tower at Niagara Falls.
The most distinguished feature in Toronto was the sprawling Sky Dome. That caught my eye before making out the faint needle of the CN tower. If it means anything, the time was about 12 noon at the beginning of January.
Stitching a panorama taken from the Skylon Tower on a clear day (that includes Niagara Falls, Buffalo and Toronto) should be doable.
