Late to the party here, but the fatal flaw with Brandon's skyline is that the taller buildings are scattered so far apart that it's AFAIK impossible to get them all in one shot. You have a couple downtown, one or two by the university, and then the CanadInns hotel in the south end of town, so the effect is reduced than if they were all clumped together within a few square blocks.

The effect you see in North Battleford or Prince Albert where there are a few taller buildings a stone's throw from each other really plays up the skyline and gives it some serious critical mass.
