I think it's pretty obvious. When this thing is lit at night, it will play as the sister to the ESB.

New York has a lot of tourists visiting the observation decks, in addition to just general photographers who want to get shots of the skyline. There will always be a lot of photos from places where there is a constant supply of people to take them.
