It is hard to square the large number of construction projects with the low housing start figures. Not sure what is happening there. Projects are disproportionately in core areas so they're more noticeable? They take a long time so even though there are a lot, not many start in a given year? There are a lot in progress that will be completed, but they are missed due to having begun during different periods? Errors or differences in the data between cities? Somebody posted April housing start data and I think Halifax was one of the lowest cities on there.

I think the multi-unit does have a big impact on housing start numbers since so many projects are multi year.
