I believe that's Carmens rough proposal for the convention centre + arena redevelopment. Most of the discussion around that saga has taken place
here but some older stuff
here too. The deal to hand those venues over to Carmens hasn't even closed yet, so there's no actual detailed plan to speak of here yet.
