I would hazard to guess the reason behind the precipitous drop in agricultural output is that the people who have (re)inherited the land have no idea what the %^&* they are doing. A partnership between those "greedy imperialists" who can actually grasp nefarious concepts such as large-scale agriculture and those who are now responsible for the land strikes me as the best way forward.
I'm no colonial apologist nor am I a capitalist fundamentalist, but if you remove any and all incentive for those with the know-how to contribute productively then it's perfectly natural that chaos and collapse will follow.
