People focus a lot on the Historic Third Ward but to me, its most urban areas are its north lakefront. Those are not "museums". Totally agree with you... Prospect/Farwell/Brady are the most vibrant part of Milwaukee. The Third Ward is aesthetically more traditionally urban in form but not function IMO.
