Yes. It's right beside the Casino. There is a crappy wharf and a big empty fenced in lot covered in asphalt.
Google maps still shows the old Karlen's building.
And to answer your question, no... I would say there is not enough room there for a Hotel. Not without demolishing the Naval Reserves building. In any case, it appears that the land is now owned by DND.
