Theme parks are interesting beasts. They great ideas on paper and the good ones are certainly a great addition to their communities but few ever get built and developed to their full potential due to the crazy money sucking vacuums that they can be. North Idaho was very lucky that Gary Norton decided to invest millions of dollars into transforming Silverwood from the little airstrip that it was, into the wonderful theme park it is today.
I believe Mr. Norton said in an interview once, that Silverwood lost money every year for over a decade before they finally had high enough attendance/income to break even. There's an interesting podcast interview that can be found at this link

Mr. Norton starts talking about what went in to the creation of the park at around 15 minutes into the podcast.
All that said, I would love if someone in the Boise area with a few hundred million bucks to burn would build a quality theme park and stay with it. It would take someone who is truly passionate about theme parks and not interested in building a business that can turn a profit in three years.
