It has absolutely nothing to do with the FAA. Candlestick Point + Hunters Point are closer to the airport and both have plans for mid and highrise structures.

The land in Mission Bay was zoned years ago and basically dedicated to affordable housing and UCSF—neither of which are going to build a highrise. There are however some taller structures planned for Mission Rock.
