The Saint Lawrence used to freeze over solid pretty much in its entirety and ice breakers would work hard in the port but it dosen't freeze nearly as much as it used to, this year it pretty much didn't freeze at all.

However, it still freeze over in the bay in front of downtown where the water is really shallow and protected from the waves by the Island (you can even walk to the Saint-Barnabé Island in the lowest tides). Here you can see the eastern tip of the Saint-Barnabé Island and the rough demarcation between the shallow protected waters and the deep open sea where the ice is breaking up:
