Work has started on a 166-unit mixed-use development in Tacoma, and city officials say they hope the project will encourage other new construction in a sleepy part of downtown.

HQC USA LLC is developing the $40 million project at 1210 Tacoma Ave. S. The firm is based in Renton, but its headquarters are in Vietnam.
