This is a chicken and egg situation. The constraint was imposed because airlines were exceeding the capacity of the airport, causing delays. Add capacity, by increasing the number of parallel runways and increasing the gate count, would allow the constraints to be increased significantly (four parallel runways could likely support 120 operations per hour or more.)
