The games will be available to nearly 5 billion people around the World. 3.7 billion watched Beijing 2008. Keeping in mind the broadcast rights for 2010 and 2012 were sold together, any Country which broadcasts the 2012 Summer Olympics in London has an obligation to broadcast 2010, for the first time. Hence why many Countries, such as the Philippines, are broadcasting the Winter Olympics for the very first time.
Traditionally, the Winter Olympics get less than 20% of the viewers of the Summer Olympics, but it has never been made so widely available before.
It is a new genius strategy by the IOC, and will likely continue for 2014 & 2016 and beyond.
