Routes have certain fixed costs related to things like gates, marketing, and so on. And there is also a quirk to fuel economics based on the fact takeoffs and landings consume so much fuel, and lower-level cruising takes more fuel than higher-level cruising, all of which is why short hops are not as fuel efficient as you might otherwise think.
