I think Los Reyes (in the top photo), which has been turned into a canal (such as it is) by the Los Angeles Canal and Reservoir Company, turns east before it reaches the house with the clothesline, exiting the image on the right margin.
If I'm correct, the mill is out of shot to the right.
That sure looks like the 2nd Street Cut in your photo, but it looks too close. Maybe your photo wasn't taken at 5th & Fig, but further north:
