That statement completely disregards the importance of Penn--Philly's largest private employer and one of its wealthiest institutions--and Drexel to Philly in general, and to University City in particular. You're living in a fantasy world if you think that Penn and Drexel don't have a MAJOR say in what happens in University City. Penn and Drexel--and also CHOP--ARE University City, and there isn't much large-scale private development that's going to happen in University City if Penn, Drexel, or CHOP directly, or through their creation the Science Center, are against it.
