Maybe convert the third floor to something else and try to revitalize the main and 2nd floors only.

My dream would be demolition and replacement with a proper streetscape, heritage style podium with 4-6 distinct facades, with a set back tower or two. Maintain pedway connection. Relocate Delta to a new build on Fundy Quay, the Lawton's to 99 King, and distribute the various office and retail presence throughout uptown.
