Covid sure didn't help, all the shelters were unable to take people in, and clean-ip crews left the camps untouched for too long. Now things are getting back to "normal", and while clearing these camps generally only pushes people around, the local voters just passed billions in funding which will partially go to setting up 6 outdoor "safe rest villages" by the end of the year. They'll have showers, laundry, social services etc. The city is promising to move 1,000 people off the streets in this time frame, fingers crossed.
