It's a tribute to the adjacent Devon Row, formerly a residence of the Prime Minister of Newfoundland's staffers, etc.
They actually look quite cute side-by-each. I'll have to get a picture that shows them both.
Jack Astor's and Legros & Motti, basically an especially fancy harbourfront kiosk on the harbour apron. It literally replaced little wooden chip wagon-style buildings.
