Well, it's not a ramp. It appears to be a foundational structure of some sort, but exactly what it is I'm not sure. Seems as if they're working to put in the foundation around it, instead of simply tearing it down, so it must be of some importance. Subway air ventilation, perhaps? Here, again, is the photo from post #780, which gives a better perspective of said structure.
