They could put stands on the grass infront of the z-shaped walkway north side of field and full length on the west side where there already is one section. Then put a second tier on the ACAD roof. It'd be the best smaller stadium in Canada with locker rooms, medical, all that stuff already existing. License to host all sorts of big smaller events at community level and special events. They might have issues having alcohol sales allowed in the stands though.
