I actually think that this is where Halifax should start. After all, about 6,000 temporary seats were set up for the Commons concerts this summer (based on what I read since I wasn't there). Why not set up 20,000 temporary seats? I wonder how much this would cost? However, they should have permanent washrooms set up which would require some expense. There isn't much point having 20,000 seats and portable washrooms.
