Burlington was super stupid in how they handled this. The developer pinky promised they'd build the office and parking garage right after the residential tower, then the developer was like "lol nevermind psyche!".
People are pissed, they didn't want tall, they got tall as a compromise for office space and public parking, then they didn't even get the compromise stuff.
The developer probably wants to build another residential tower, but without the OMB they likely can't so they'll just sit on it.
