I looked it up on StatsCan - 1, 2, 1, 4, 1 - 2015, 2016, 2017, 2018, 2019
Québec City is 2, 1, 10, 3, 5 for the same period and is a much bigger city. 7 in 2020, though. Also, Lévis technically has not had a murder in about a decade. And Lévis has only 25,000 fewer people.
