Renters don't get a property tax bill, but that cost is being paid by them through the landlord. Even students living in residence at the universities pay it indirectly through the cash-in-lieu that the university pays to the city.

Sorry, I meant that it doesn't matter who pays into municipal coffers. Infrastructure spending should benefit all segments of the population.
