Well here is the official news release from the City of Dieppe concerning the work being done near Virginia st (and not Victoria st.). They don't say anything about the pumping station and tunnel though.

Work being done near Chartersville marsh

The City of Dieppe wishes to advise residents that work to replace the Babineau Creek trunk sewer has begun and will continue until the end of summer.

The first phase of the project between Virginia Avenue and Acadie Avenue began in early January since that particular work must be done during winter when the marsh is frozen.

The second phase between Acadie Avenue and Thomas Street will begin in the spring and will continue until July.

This trunk sewer collects wastewater from adjacent sewers before being transported to the Greater Moncton Sewage Commission’s wastewater treatment facility.

The existing sewer line crosses Chartersville marsh and must be replaced in order to improve the sewage network for current and future needs.

In 2014, work will be carried out to abandon the existing sewer line in the marsh.
