Developers do tend to "break ground" at the end of a fiscal year (which is right now for 2018) for tax purposes so they can log the deductions/credits in that year.

That said, "breaking ground" can just mean digging a hole in the ground with a shovel, with no other activity occurring for several months after that (see Opus for example).

So, given the source and taking the aforementioned facts into consideration, a technical groundbreaking this month is definitely plausible, but I would take their information with a grain of salt and not hold my breath for any significant construction until the next year.
