All of Thunder Bay's highrises are outside of downtown, except for the one on the cliff behind downtown. And we have "highrises" (6 storey buildings) on the very edge of the "urban area". It's not unique to KW. I think Winnipeg even has highrises stretching along the river to its northernmost point.
