Saint John has essentially been stagnating or declining for 100 years. The population is aging rapidly, the best and brightest don't stay and the city is literally facing demographic collapse.
They are incredibly desperate for business - the pipeline, along with all of this development, is something unprecedented in SJ. The city government faces criticism for cowing to the Irvings but would face
much worse if it was reported that they let several hundred jobs get away.
