Do you have a bedrock elevation map of the area? I don't doubt the downtown area is a filled swamp but if you've seen any sort of excavation downtown they usually need to blast past 10 feet. Even if they don't need to blast I bet that soil is very unstable, kind of like the same situation as what Ottawa had with byward and the O-Train. IMO the best option for now is an above ground parking garage with multiple levels or they could add lots of underground parking if they move ahead with the junction.
