Toronto doesn't have much of its own culture because of all the foreigners living there who bring their own culture to the city. Rob Ford (the current mayor) once stated that he'd like to see a ban on all immigration to Toronto, so perhaps if he was elected mayor for another term or two the city will start to develop its own culture and ideas.
