I think that's an excellent route, but the line doesn't need to run in the neutral ground of Calliope, there's already tracks running parallel to Earhart that could be used to save money.

If you wanted to really save money, leave the canal alone just increase the pumping capacity (cu. water/hr) drastically, and put the tracks inside the canal to the sides. That way you leave the canal alone, and don't have to worry about touching the bridges that cross over it, and further you would have no intersections. Once you get to Airline, just utilize the tracks already running parallel to Airline and you're all set.
