The spans aren't all that large so concrete makes sense. It's less about what is stronger and more about efficiency. With the tight spacing of the angled columns on the transfer floor, it's mostly compression forces from double to single columns. Steel is optimal for really long spans, particularly in office buildings, but then you get really deep ceiling-floor plenums which isn't ideal in residential.
