This is a photo from the 1932 film "Freaks" by Tod Browning.
Just so it is clear, this film wasn't an exploitation of the actors, but instead a celebration of their uniqueness as members of a sideshow, and how they bond as a family. Actually, the villain in this film is the female who is the only person in the "freakshow" without any disabilities, but she instead is a fake fortune teller and is pretending to care for a little person to get his money and break up his marriage. Remarkable film and WAY ahead of its time.
