Remember a few years ago there was noise about the amount of time building construction was closing down sidewalks, in particular the W site. Council was going to pass laws, and raise the fees that are required to close a sidewalk so it would get progressively more costly as time went on?
So what do we have now, a whole street closed. What happened? Seems so Philly like--attempt to make a change in one direction for the better and end up making a change for the worse by going in the opposite direction.
