In the mid-1980s, there was a proposal to turn River North into a strip club neighborhood, for basically the blocks between Ohio and Ontario. Thankfully that didn't happen.
Another proposal was to run streetcars East and West on Superior and Huron from the River to Streeterville. That might have been interesting, but it would have been a pretty short run.
