I wonder if there is the will in Halifax to commit to 25K in permanent seating. It might be easier to start with 15K with an extra 10K-15K in temporary seating. Moncton already has a 10K stadium plus 10K in temporary seating for 20K so Halifax should be able to do something similar or more.
