It hasn't been "dormant" but it has had restrictive height limits. Buildings were being built, but just not ones taller than the existing table-top skyline and therefore ones that didn't stand out above that skyline.

The thing that changed that was economics: The need to raise sufficient funds from land sales to pay for the TransBay Terminal. Developers (ultimately Hines and Boston Properties) wouldn't have paid enough for a site on which they could build only to 750 ft or so and, in fact reduced what they would pay when the height came down from 1200 ft to 1000 ft (give or take).
