Indeed, I believe this is making use of the green space that is currently vacant. Given that we have Quinpool Tower and the in-development Parklane on the other side, it's the only logical place this can go.

I'm guessing some street reconfiguration may occur behind Quinpool towards Windsor.

Re. downtown:

1.5km from City Hall (literal city centre). Feels like we should consider that as part of downtown, even if the density and services aren't built up to an appropriate level (yet)

It's funny how many people in Halifax consider 10km a long distance. I guess it's a combination of the geographically tight peninsula and the smaller population. 10km in a large metro like Toronto/Vancouver you are just barely out of downtown
