Yes, it's a museum, art gallery (an amazing one actually), and the provincial archives. The design is supposed to mimic the traditional "rooms" that fishermen used in rural Newfoundland. Though being from rural Newfoundland, I've never actually heard of a fishing "room". If they meant fishing stage, then the Rooms looks nothing like one of those.
