Not really. The Municipal Art Society (one of the great civic organizations) put out a request for proposals in conjuction with the City's own plans for the area. They are not specific proposals, but an "imagining" of what could be done. Grand Central turns 100 next year, so it has been equally relevant to how the area responds.
The rendering below is an idea from SOM of what
could be built if developers work together. The gist of that plan seems to be the observation platform/wheel which moves up and down.
