I would guess that the nature of the Danish government (all Scandinavian governments for that matter) has a lot to do with the huge emphasis on public space, design and planning restrictions. All of these governments have very large budgets at their disposal, as all of these countries are quite socialist.

also denmark is quite a small country and i suspect copenhagen has grown periodically over hundreds of years avoiding periods of population explosions so typcial in NA cities
