Depends on whether the historic buildings are integrated into the larger building, and probably on the judgment of the state Fire Marshal. Not so easy. A facadectomy would at least allow the character to remain at street level while a fully integrated building rises behind. The first few floors would be parking anyway (sadly) so letting the garage podium expand over a larger footprint would keep it shorter in height.
