Another thought. I wonder if the Coyotes look to this new funding mechanism to help locate and build their arena in a new theme park district? Sounds like they could meet all the requirements (sports facility and must be built within Phoenix city limits) and Morello is a Billionaire so probably has the financial backing to demonstrate its ability to repay the bonds.
